A permit is required from Town of St Paul to access the town's right-of-way and easements for any construction or area of disturbance. The town does not have authority or or ability to provide permission to access private property or public right-of way. The contractor is responsible for contacting the owner of private property for permissions and any authority of state, federal or other local law that may require a permit.
