Business - New or Existing

Businesses are approved specific to the zoning regulations and districts established for specific property where establishment is located.   St Paul has the following zoning categories: 

  • Commercial Retail  (CR)
  • Office  (OF)
  • Light Industrial  (LI)
Please review the Code of Ordinances with regard to regulations and provisions that apply to your specific business.
               
A permit must be issued by Town of St Paul prior to any construction of and/or opening of a commercial business.   This includes new build and tenant finish out, tenant build-out, up-fit or leasehold improvements.    Following is a list of steps that are required for new business or as it may affect an existing business.   Please note that all of the following are required before any Certificate of Occupancy will be issued. 

STEP 1  -  County Business Applications and OSSF Applications  -  Contact Collin County Development Services with regard to their procedures and requirements regarding Commercial Business Applications and OSSF Applications.    OSSF is an On Site Sewage Facility (Septic Systems).   New or existing commercial septic systems must be reviewed by Collin County any time there is a change in an occupant or business within a building.   A professionally designed and engineered OSSF must be considered if installing a new system or altering an existing system.   Please review the OSSF Information tab to the left for contact information and guidance.
 
STEP 2
  -  Application for Building Permit/Certificate of Occupancy  -  Contact Town of St Paul with any questions regarding procedures and requirements to obtain a Building Permit or Certificate of Occupancy.    The fees and permit application complete with all information inclusive of required plans and copy of Collin County's certification of OSSF plans,  must be submitted and approved by the town's inspector prior to the beginning any work.     Please note that the application will not be accepted in part.  All applications for building permits must be accompanied by two (2) copies each of survey, site plan, building plan, and foundation plan as applicable to the project.   All plans must be to scale and depict existing improvements in addition to the proposed buildings, structures or alterations.

STEP 3 Sign Permit  -  Contact Town of St Paul if the proposed commercial business intends to place a sign at the business location.  Please review Code of Ordinances with regard for the erection and control of signs in the Town of St Paul.  An  Application for Sign Permit must be submitted for any external sign affixed outside or onto the building.  The plans for the intended sign must be included with the application.    The fees and application complete with all information and inclusive of required plans,  must be submitted and approved by the Town of St Paul prior to the installation of any sign.    Please note temporary or promotional signs are subject to different rules, regulations and time limitations.  A separate application and required fees are required.

STEP 4  -  Food Service Permit and CFPM Registration  -  Town of St Paul requires a current valid permit to operate a food establishment within the city limits.    A permit will not be issued until after the building in which the establishment is located has been issued a Certificate of Occupancy.     Prior to the approval of a Certificate of Occupancy, the establishment must pass inspection by the town health authority.  A Certificate of Occupancy will not be issued until establishment is in compliance and the Town has received certification of one or more Certified Food Protection Managers ("CFPM").   Food Service establishments are subject to unannounced routine inspections and annual fees, permit renewal and updating of CFPM registration.

STEP 5  -  Fire Safety Inspection  -  The Collin County Fire Marshall must inspect the facility and provide written proof to the business owner that facility is in good standing with the county's fire safety requirements.   A copy of the Fire Marshall's confirmation of good standing must be provided to the Town of St Paul.   Please note that business is subject to an unannounced annual fire inspection.

STEP 6  -  Sales Tax Certificate  -  Provide a copy of the business's Sales Tax Certificate (or Certificates if more than one applies).  If your business is located within the city limits of the Town of St Paul, the city, state and zip code of your address for all purposes is  ST PAUL, TX 75098 .      Although St Paul and Wylie share the same zip code, your business is NOT in the City of Wylie.     The portion of the sales tax collected is applicable to St Paul is an important source of revenue for the benefit of the Town of St Paul.
